Her remarkable journey commenced in 1999 when she won a seat on the San Fernando City Council, a role that marked the inception of a remarkable career.

What made her election extraordinary was the historical moment in 2001 when her sister, Maribel de la Torre, joined her on the same city council, setting a precedent as the first pair of sisters to concurrently serve in such a capacity.

In a pivotal moment, in February 2004, Montañez was named the chairperson of the Assembly Rules Committee. Aged just 30, she became the youngest to hold this prestigious position and the first Latina and Democratic woman to do so.
